Upgraded to rtx 2080 same framrate

As you can tell I upgraded to the rtx 2080. Before the upgrade my build was msi z97 gaming 5, 4790k, h100i, 4x4 ddr3 quad channel 1400 Ram, gtx 770 4gb. Drivers are all up to date. Uninstalled and reinstalled all. I'm seeing probably a 5% increase in fps in most games. Am I bottlenecked or am I most likely experiencing a driver issue, maybe my psu is slowly dying? Also my ram is pretty outdated but its usage only gets to around 70%. Another point I want to make is my system has seemed to slow down over time(even with a new ssd and fresh OS install)

Just bought the 2080 hoping I wouldn't hit a bottle neck with my 4790k @4.3 and my ddr3 2400 ram. Boy was I wrong. Upgrade time it is. Should I get the i9 9900k or i7 8700k? My ram will probably be ddr4 3200. As for mobo going to go with msi z390 A-pro. Just looking for some friendly advice.

1080p 144hz, battlefield, cs, pubg, call if duty blackout.

That's because those games at that resolution are more dependent on CPU than GPU.
