So, I have a standard dell Optiplex 960 mini tower, everything is it is standard stuff that comes with it, but i want to upgrade what I have, and i have a budget. I wanted to start by getting a better power supply unit that would support a newer graphics card, but I have no idea where to start. Could ya help me out?

The next motherboard in it? Check this,

I ask since Dell might use motherboards with a need for different power connectors, but this one uses a 24pin+4pin which is fine.

Seems ATX format to me both,so any atx psu should work. For on a budget would the new Corsair CXM series (white/black) be a good one to look at.

Yeah that's correct sir.

Okay, well, i got a CS650M 650W 80 PLUS GOLD ordered, now i need a graphics card. I'm trying to use the PC Part picker website, but it's telling me the Radeon R7 250 and the GTX 750 Ti 2GB are incompatible with my motherboard..... why though? I don't understand why it's incompatible..

Looking online saw this,

Did take a while, but figured what is happening, the cooler points to the top so only one slot to make the gpu fit into the back. Can't be sure, but the next might be an option to make thing fit,

or

or even

(this last one migth already be too long)
still dualslot cooler, but single slot to backplate. These migth barely fit,but can't be sure.Make sure to look at return policy if buying one of these.
There seems to be this one,but don't know if available in US,
https://www.google.nl/url?sa=t&rct=j&q=&esrc=s&source=web&cd=7&cad=rja&uact=8&ved=0ahUKEwio7Mq3uZjXAhUHnBoKHQWLDbgQFghrMAY&url=http%3A%2F%2Fwww.inno3d.com%2Fproducts_detail.php%3Frefid%3D297&usg=AOvVaw2t-bBjcT33farOTnZ84CkN
maybe you can find it.

There's also compatibility which with such an old Dell system may give troubles so beware of that as well, again look at return policy so you can return the gpu if you need to.

Regarding psu,not the worst, not the best. Might better have asked what is possible within your budget, but i guess you saw 650watt and gold rated.I do not know what's available so maybe you got the best you can get so it is what it is. 😉

What system specs btw for the pc? Maybe not worth upgrading so might want to tell. Can do the next for that if easier,

download hwinfo32,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
