Upgrading a Dell Vostro 200 (PSU and graphics card)

2007 Dell, works fine, but been forever since I've had to upgrade a PC. Limited means, can't just plug and hope, and search engines have been no help.
I would like to replace the PSU and graphics card, within reason the best it can handle.
Any input would help, and be highly appreciated.

it will handle any psu that's normal atx size which are plentiful
the motherboard pci-e is 2.0 so you can run a mid range gpu easily but you'll have some issues with pci-e 3.0 gpus

Is there any safe upper limit to the ATX it can handle?
Ideally, I'd like to get it up to Fallout 3/NV/Skyrim specs (until I get my hands on enough cash to get a newer rig).

ATX is a size preference it just means that'll fit to all normal cases
the computer companies used this name to make psu fit easier in cases
