Upgrading an old computer

How should i upgrade this computer: http://support.hp.com/us-en/document/c02529313 with a maximum 120 dollars budget so that it could run CS:GO on 70 FPS or more with preferably medium settings?

Currently it runs on 20-55 FPS on lowest settings depending on map which is definitely not enough for the competitive sort of gaming.

I'm not sure if anyone would be interested in my current ones, i could try.
I think i could stretch my budget up to those numbers though since i'm an ex-console player and still have the console hardware waiting to be sold. Those parts seem to be just great for my desired gaming needs, thank you!

Though i am not quite experienced at computer technology so i was wondering will i lose my OEM windows 7 activation when changing the motherboard or is it stored in the hard drive?

OEM versions allow all hardware upgrades except for an upgrade to a different model motherboard.
