I would like help and support while upgrading my computer part by part as I am not sure which part to upgrade at what time! please help.

If you have a limited budget (under $100) I'd look at a used i7-2600 (or 3770/K variants), any of those will be a big improvement over your current CPU for gaming. Next I would look into a 240gb SSD for the OS & a few games with long loading screens.

Just checked ebay, 2600's are going for $80 & 3770's are $100.

my budget is roughly 450-700 on upgrades but i am building part by part so im still not sure what too upgrade first so that its a safe PC
 
as your system is old there are some parts that can be reused and resold. reuse the stock hard drive and sell the old ram and video card. go with amd ryzen cpu/mb/ram. and 1060 gpu. if you have to do it part by part get he gpu first. you can pull it with the drive and move it into the newer build. at some point your going to have to switch mb/cpu and ram. as one part.
