Hello I was wondering what would be a decent upgrade for my computer not really on a budget so money isn't a issue would like to get 60 fps on Witcher 3 etc

Gpu: AMD Radeon HD Msi 7700

to get 60 FPS on witcher 3 you will be looking at an overhaul of your entire system.

Then all you will need to do is upgrade your CPU to the FX-6350 and get a new GPU like the GTX 960 and a new PSU if yours is less than 650w

For the GTX 960 or any other gpu would I still need to upgrade my cpu or would my current one still work? I suppose not

your CPU is very old and low quality for gaming now due to slow single core speeds, this will need to be upgraded if you want to play any high spec game on decent quality.
