Upgrading CPU and Motherboard i7-7700k (Recommend + Help)

Looking at upgrading motherboard and cpu, need new ddr4 ram with it. Current board and cpu heavily showing their age.
Current Specs:
AMD athlon x4 860k
Asrock FM2 A58M-VG3+
Cheap ddr3
850 watt gold rated PSU

I have a 1070 already and this CPU I'd assume is heavily throttling it. (1070 bought pre-mining craze) Got it for $374 which saved me some money for this upgrade.

Budget of $650-$700
Looking at:

i7-7700k
Asrock z270 Extreme4
G.Skill Ripjaws V 16gb DDR4 3200

Also considering moving to the 212 evo for cooling. I have a cheap asetek AIO that is 3 years old but fear leaks and don't want this new system ruined.

With the ram prices dropping I think now is getting to be a decent time to buy. Any recommendations or changes on what I should get instead/wait for would be highly appreciated.

Is this a decent build/worth upgrading to?

Not really worth buying 7 series intel chips now, the 8 series is just better. An i5 8400 is a better choice than an i7 7700K in my opinion just to highlight the difference between series. The Ryzen 5 2600x & ryzen 7 2700x chips are a good option as well.

With all these 6 and 8 core chips around building a 4 core machine seems like the wrong choice.
