i have 550W bronze 80+ psu and 12gb ddr 3 1333mhz ram ( if it matters )

I can say from first hand experience that I've seen a difference going from an i5 4440 to an i7 4790 (Locked). CPU load when playing games went from 80-90% load to 40-50% load and as a result caused my gtx 980 to be consistently pushed to full load at 1080p resolution. Not only will the frequency be higher, you'll have higher level 3 cache. You will definitely be able to push the 1060 to full load with the i7 3770. Just make sure you update the bios before you upgrade the processor.
Hard to say, but the 3770 base clock is the 2400’s boost clock plus you have more threads. Will be more apparent in some games, no much in others.

I don’t think I’d bother unless you can get it super cheap. I went from an overclocked 3570k to an 8700k and gained about 20-30fps in BF1, but that’s very different than a single generation upgrade.

To try to figure out if a processor upgrade is worth it, you need to have some idea of how 'powerful' a processor is.

I like this web page:

https://www.cpubenchmark.net/

In the High End CPU chart you can type ctrl-f and search for 3770k or 2400, and you'll find:

I5-2400 - 5,950 Passmarks
I7-3770K - 9,524 Passmarks

That sounds like it would be enough of a CPU upgrade to be 'worth it', but keep in mind that the cool kids are using:

I5-8600 - 12,373
I7-8086K - 17,080

Coffee Lake really brings the power!

Anyway, it'll give you something to think about!
