My build is as follows:
MSI B250M Bazooka motherboard
Intel I5 7400 processor
Nvidia Geforce GTX 1080 8GB
4x DDR 4GB memory sticks
600w power supply
1024 GB hardrive space
Link to pre built:https://www.amazon.com/CYBERPOWERPC-GXiVR8020A2-Desktop...
ive added two 4gb ddr4 ram sticks and GTX 1080 to that build everything else is the same

That's about all i know very clueless on the matter if you need any more info i can figure it out

Looking to upgrade to a better intel processor wanting to spend around 400 or less
Any suggestions, help, advice would be greatly appreciated i know pretty much nothing about this.

Id get a 7700k even though you cant overclock it, you will get the most out of it, since it runns higher clocks than the 7700 non k. Id look to upgrade the motherboard later on to a Z version so you can get the most out of the 7700k though. If you PSU is decent ofc. Make sure your PSU is from a reputable brand and atleast bronze because you dont want it to burn your 1080 and 7700k

Appears to be a dead link.

You can drop in an i7-7700 or i7-7700k, that is about it. You'll probably want to invest in a CPU cooler as well depending on what it came with. That would only help with games that the i5 can't handle.

GTX1080 should still be good for 2560x1440 or high refresh 1080p. Starting to get a little behind on the most recent games, but only if you want maximum settings. So unless your monitor is a 1440p high refresh or 4K then you are probably not going to be wanting to attempt a GPU upgrade (it would exceed your budget extremely)

i am using a 4k vizio 43" as a monitor, and would you all suggest the EVGA 80 plus 600 watt ATX 12V/EPS 12V Power Supply as an upgrade to my no name 600w current power supply?
