Im looking to upgrade my cpu from i3 8100 to i5 9400f, Im new to the pc scene so any help is much appreciated.
CURRENT PC SPECS
I3 8100
Asus Gtx 1060 3gb
8GB 2133mhz GSKILL AEGIS DDR4
500W FSP HEXA+
Asus prime h310m-k

From my little knowledge i may have to upgrade my power supply and update bios?

This list will tell you which BIOS you need to have flashed to support a i7-9400f cpu:

And as long as the PSU is really a good 500W PSU that actually puts out 500 watts and not some off brand PSU that really puts out less power then it should be fine.
Someone familiar with your PSU brand/model should be able to tell you if it is good enogh for you rig with a 9400F.

From my limited research that PSU does Not appears to be a good quality PSU.
I personally would replace it with a Good 550, 650 or even 750W PSU.
If you search this site you will find a LOT of info on what PSU's perform best.
Seasonic, Super Flower, and some EVGA and Corsair PSU model's are recommended on a regular basis.

The processor will be fine.
CPU-Z will tell you your current bios level.
Likely you will need to update to current to run the9400F.

500w is fine for a GTX1060; Even for a card as good as a RTX2070.

I like FSP, but sadly, the HEXA model shows up as tier 7(worst) on this list:

I might suggest replacing it with a Seasonic focus psu in 550w or higher.
I have no problem overprovisioning a PSU a bit. Say 20%.
It will allow for a stronger future graphics card upgrade.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.
