upgrading dell 960 from core 2 duo to core 2 quad intel q9400

i have a dell optiplex 960 sff. it came with i believe a q8400 core 2 duo processor . i removed it and put a intel q9400 in it's place.so i put it back together and turned it on and it works great . but it just doesn't seem as fast as it should be . so i added 4 more ghigs of ram ddr2-6400 . all 4 are the same brand infinity i believe without looking . so , that made it a little faster . i installed a fresh copy in windows 7 ultimate 64 bit. it came with a desktop 80 gig hard drive . so i added a 40 gig hdd to it . of course now i have 120 gigs of hdd.i formatted the 40 gig and just left it blank. so i have almost 40 gigs reserve. anyway . they computer still seems to not be as fast as i would think it should be with 8 gigs ram and quad cores . is there a bios upgrade for the dell 960 i need to install or something for the processer ? if anyone knows i wouls really appreciate some advice . i know a lot , but this one has me stumped , thanks in advance for any and all assistance and have a great day .

Are you using the cooler from the core 2 duo? It could be getting too hot and throttling.

Also, old/low capacity hard drives tend to be slow and wont load things so fast, it may be a good idea going for a larger/newer HDD or getting and SSD.
