Upgrading For Streaming Pls Help

So I have just started streaming on twitch.tv and I am having a lot of fun doing so. My problem is that I can only stream very little games. I can not say for certain if it is my internet hitting the problem (however it does not make sense for that to be the case) or if my PC cannot handle the games. But there are a lot of games I cannot play due to problems.

So my first request is to ask for your help identifying if my problem is internet related or if it is hardware related.

The Connection Speed I receive is 38 Mbps download and 12 Mbps upload. I also use a BT broadband extender 600.
My PC specs are gtx 1060 3gb, intel pentium g4560 3.50GHz, 8gb ram, h110m pro-vd motherboard.

Then my second request is if you have been able to identify what is causing my problem would you be able to recommend a course of amending it. I am stuck to a £258 budget that is rather strict so I would like so focus on pc upgrades being things other than my gpu and upgrading broadband is out of my control as I am not the bill payer.

As an example of what games I can play on stream I can play The Darwin Project and Rocket League on stream with next to no settings changed but I can in no way play Rainbow Six Siege on stream without major problems to both the game and the stream.

Thank you to anyone who decides to help me out and apologies for not being very tech savvy.

Your CPU has two cores only and when you are trying to stream while playing, your CPU load is maxed out beyond performance. There is no way a g4560 can handle gaming/streaming together. While you still have the g4560, update the BIOS for Kabylake compatibility on that board, and then get this...

Okay thank you for telling my problem and a suitable fix. However that cpu does push my budget too much do you know if the i7-7000 series or the upper end i5 series would be suitable for me just as a more affordable option. I can always upgrade further if needs be, Thank you again.

If you want to stream smoothly, i7 is your best bet. In the above part list, you can ditch the cooler and use your existing one as you will not be overclocking anyway. You can also get the 7700 instead which comes along with a stock cooler...

But, with just an additional 10 quid, 7700k is a better buy due to its faster clock speed.
