So my current Setup is:
i7 6700
8 GB DDR3 RAM (getting 16 soon)
GTX 1070
Asus H110M-K Motherboard.
I have a 1440p 165 HZ Monitor. But I cant really get that 144-165 fps on many games. MSi Afterburner shows both my CPU AND GPU to be around 70 -80% so I'm not sure what the bottleneck here is, is it the RAM, the Motherboard or the CPU?
What should I upgrade for the most difference in fps in games like Warzone(Currently getting around 70-80 fps) and Rainbow Six (Currently getting around 110-130 fps).
Should I get a 2070s and sell my 1070 or should I wait on the GPU and upgrade to Ryzen 5 3600? (Keep in mind that I will have to change my Motherboard and Ram too if I change to Ryzen and is gonna cost me alot more than upgrading my GPU)

Solution
At 1440p you tend to be more GPU limited and for most games you probably would benefit more from a GPU upgrade when shooting for 144 FPS. The GTX 1070 was always more of a 1440p 60FPS card. On more CPU heavy titles you may still hit a CPU bottleneck, especially since this is a plain 6700 on an H110 motherboard and overclocking isn't an option.

For the moment, bumping up to 16GB of RAM and getting a better GPU would get you closer to 144 FPS most of the time. Upgrading the CPU would only help you a little bit as the 1070 would still be the limiting factor a good 90% of the time at 1440p.
