I'm looking at possibly upgrading my current i5-2400 sandy bridge I have in this build that I use for gaming but when I went to look into new cpu's from intel I've noticed the newest ones claim to only be supported with windows 10 and I'm not looking to upgrade from windows 7. Listed below is a link to the exact cpu I'm running at this moment.

full build specs listed below to get a better idea of things, SSD and new PSU is also on my list of new things to get.. psu since my 6+ year old one is beginning to have coil whine that was never there before. possible new case at some point as well to add extra space since my gpu barely fit in this one now.

cpu: i5-2400 3.1GHz sandy bridge quad-core
gpu: NVIDIA GeForce GTX 970 4GB
ram: G.SKILL TridentX Series 16GB (2 x 8GB) 240-Pin DDR3
motherboard: MSI P67S-C43 (B3) LGA 1155 Intel P67 SATA 6Gb/s ATX Intel Motherboard

my dad and brother did not like window 10 layout. there free classic shell that make windows 10 act and look like windows 7. the issue with windows 7 not running on intel newer cpu it there no chipset drivers for windows 7 for the new mb chipsets. amd if you look at there new ryzen chipset there are windows 7 drivers. you have to use a 3 party program like 7 lite if you can find it to make a new windows 7 iso with update amd drivers. myself before i bash new os. i would find an old non needed hard drive and download the newest windows 10 iso from ms and install it on the old hard drive. you wont need to register it to kick the tires. but at some point when your old mb or cpu does fail your going ot be forced into the next version of ms...

Without going into all the issues windows 10 has had since it's been offered for free to windows 7 and windows 8 users.. I really don't like it as a OS from it's tablet/phone style ui, I'm sure there's a way to disable it also. I really just don't like the general direction of how microsoft has been going with their OS since windows 8. I'd rather use linux before using windows 10 right now.

What would be the latest intel cpu be that doesn't require win 8/10? Would it be worth the cost to upgrade from what I'm currently using?

Same question here. Why do you want to upgrade?
Is there something your system can't handle well enough?

I'm about to buy a few parts within a month from now when things go on sale and I figured I'd double check if there's anything for intel cpu out there that'd be worth upgrading to. I haven't seen much issues but I wasn't sure if ever since I upgraded my gpu to this gtx 970 if my cpu has been a bottleneck or not.

All those issues with Windows 10 are long gone and fixed. Also Windows 10 doesn't have the same tablet ui style as Windows 8, and the few things it still have can be removed. Windows 7 is soon to become EOL and general support already ended in 2015.
For CPUs you are limited up until Skylake, which is very stupid to buy at this time compared to Coffee Lake, specially with the reason you don't wanna upgrade to Win10 just because you don't fancy the UI. Let me ask you, have you even tried Windows 10 lately or are you just basing your judgement on what you have read?
