Upgrading Gaming PC

My Jurassic rig needs a massive upgrade. I have around $150 for a GPU, but other community members on this site suggested I further upgrade other components first otherwise it would "bottleneck" my system. I only have around $80 to upgrade another component so I can only upgrade one. I need help finding which component I could upgrade first in order to fulfill the needs of the GPU. My specs:

Graphics - AMD Radeon HD 6570
Processor - AMD Athlon 7750 Dual Core 2.7 Ghz
RAM - G.SKILL 4GB (2 x 2GB) 240-Pin SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model F2-6400CL5D-4GBPQ
RAM - Nanya chips 2gb 240-pin ddr2 pc2-5300 667MHz CL5 SDRAM
Motherboard - Biostar TF520-A2 ver5.0 , Socket AM2, AMD Motherboard

I'd get this for now then eventually upgrade your GPU, the G5500 is much better then your current GPU. Depending on how much disposable income you get I'd suggest a GT 1030 or GTX 1050 as it's massively better then that HD 6570.

I will have around $80-100 to spend on this PC (Which I know is not near enough) . One of my family members is getting the GPU as a gift. Which should I upgrade first/Which is the most important order?
 
Someone I know told me if I bought the Intel Pentium without DDR4 I wouldn't be able to use the Pentium. Is this true because I will slowly have to save up. Also thank you for the help I appreciate it (Keep in mind I am 15)
