I want Graphics Card to Play on Ultra Setting on

60Hz

and under 45 FPS

Why under 45fps? You mean, you dont mind IF its under 45fps?

Blind recommendation: Grab a cheap 7950 or a GTX 760 and set the frame limiter at 44 😀
