Upgrading GPU and display on $500 budget

I am upgrading my wife's computer a bit, more specifically the GPU and display. It currently has a HD6670 1GB and 1600x900 monitor so upgrading it shouldn't be too difficult. I would like to get a 1920x1080p 23-24" monitor and a decent card. I was thinking either 7870ghz, 270x, or 760 SC. I switched my GPU not that long ago from a 7970 to 780 FTW and couldn't be happier so I'm leaning toward the 760 but any input is welcome.

I'm much less versed in the realm of displays though. I was looking at an Asus AS248H-P for $179.99. I see some 1080p monitors with IPS panels for up to $300. I guess I know the difference in panels as I have an Asus PB278Q IPS display, but it is 2560x1440. Is the difference noticeable between IPS and TN panels at 1080p on the cards I'm looking at?

This computer will be used solely for gaming. Not very many FPS games so I don't think refresh rate is a huge factor, but I could be wrong. Also, I would prefer to come in below $500 if possible.

Her current setup if it matters;

Asus M4A88TD3-Evo
AMD Phenom II 980BE
Corsair Vengeance 4x4gb
WD 1tb hdd storage / Corsair force GT 120gb boot
Corsair GS600PSU

Solution
With a 760 you will not experience severe bottlenecking, or much at all if you can OC. Anything above a 760 would start to see diminishing returns.
A 760 should be a good match for it. That cpu benchmarks around an i3 4130 which is the current minimum for gaming pretty much. I'm a fan of nvidia for the current cards as they just have a better overall product. IPS are suppose to be the best quality displays while TN are the least, so just find the best IPS panel in your price range.

joke aside, well u mentioned that u are oc-ing this procie and to a good configuration, so it will be alright. go for 760 for ur wife rig. u are set.
