OK. With that kind of budget, and considering the Ryzen CPU you have, you really should be able to get the best GPU within that budget. You really won't be bottlenecked except at 1080P in certain scenarios. A 1080Ti would be about the only current GPU you would be losing out of the performance at that price range, but that's above the budget anyways. I'd think a 1080 or custom 1070Ti if the prices are right. Vega 56 or even 64 if you're in AMD territory.

Appreciate the input. Do you know of a PSU that I can go with that would work with this PC? Also, would I see a big difference in performance by adding another stick of ram?

I'd stick with known reliable brands. I use Corsair and SeaSonic myself, though EVGA has top marks as well. The OEM of the units themselves is a good place to start. You don't need a ton of wattage. A solid 600W or in that neighborhood is plenty and allows for overhead. Does your system only have 1 stick installed? What speed is it rated for? Ryzen performance improves a good bit, especially in gaming, if you can get speeds up in the 3000 Mhz range. This is due to decreased latency and increased speed for the Infinity Fabric, as it runs at half the memory speed.

Yes there is just 1 stick installed. Its the Evo Potenza 8GB DDR4 at 2400

You are giving up some performance with Ryzen, both with single-channel setup using 1 stick and 2400Mhz. That said, First-Gen Ryzen is picky with modules, and getting above 2666 can be tricky. The Samsung B-die based modules are recommended for best chance of getting higher speeds. Being your PC is OEM based, I'm sure the specific module you have was used and verified. It's generally recommended to not mix n' match kits. If you added another stick though, I'd get an identical module. This was greatly improved with UEFI updates to improve compatibility and reduce chance of boot issues from memory training.

So you're saying that link you provided in NOT like the computer you have? No RX-580? What happened to it? (If you don't mind me asking)

If I go with a 1070 or 1070 Ti, will my cpu cause any problems? Would it be a good idea to upgrade that as well? I have a two monitor setup and just use the pc for gaming and internet. Most of the time I will have my game open on one monitor, and the internet open on the other.

the AMD Ryzen 5 1400 is too weak for that

max gpu you should drop in is a gtx 1060

Okay so what if I upgraded to the Ryzen 5 2600?

The monitor I play on is 144Hz and 1440p but I play at 1600x1200 resolution

I see. Particular reason for that resolution, or for the higher FPS? Given this info, I'd go with the 1080 deal you mentioned. At 1440p or 4k, the performance gap between modern Intel and AMD shrinks drastically as GPU becomes bottleneck. With a 1080 or 1070Ti, I'd switch back to running at 1440p.

Between a modern overclocked ryzen 2600 and the i5 8400 sure, 7 - 9 fps difference in favor of the i5

for 144hz the gap widens by quite a significant margin again in intels favor

So I ended up picking up the Ryzen 5 2600 as well as the 1080 I mentioned. Installed both of those and great so far. Does that cpu come overclocked already? I noticed in ryzen master it is running at 3.8ghz and I never touched anything
