Upgrading GPU please help!

Ok, so I want to upgrade my gpu, the only problem is, I don't know if it will work, or what GPU to choose! I will upload pictures of my computer and the specs:
GPU: 8600Gt 512mb (really old but can still run some games at 40 fps on 800x600 I know it sucks ass...)
CPU: AMD Athlon II X2 240 2.80 GHz
RAM: 4gb
MOBO:GA-M85M-US2H PCI-express 2.0 AM3 ready
PSU: Codegen 400W model 400x
I want your suggestions to what GPUto upgrade so I wouldnt need to upgrade anything else, or at least the PSU or CPU....

I know the system is dirty, but I am in the process of cleaning it out right now ^_^

BTW I use windows 10 right now If you need that for some reason, I don't know...
But I will switch back to windows 8.1 because I hear windows 10 only supports directx 12 or something

Why would you want to switch back to Windows 8.1? Windows 10 is far better than Windows 8. Windows 10 supports all versions of DirectX up to DX12. Your PSU is very low quality. I would get a new one. Either Antec, XFX, EVGA, Superflower, Seasonic or Corsair (HX/AX/TX) 550W PSU. I wouldn't suggest upgrading anything else until your PSU is replaced.

I am currently using the PRO technical preview, and I don't like it, the UI is very laggy...( not my computers problem...)
And some other problems with it that windows 8.1 didn't have...

Could you suggest me the best brand or model of the brand of PSU?
I'm really bad at picking...
But something cheap, I'm not made of money ya know...

The lag is a result of your old PC. Seasonic makes the best PSUs. You should never cheap out on a power supply.

I don't really know what to see with those pins and all of that jabber so could anybody check if it will be good?
And what GPU will work with it best?

BTW, everything is smooth as hell everywhere else on windows 10 except for the taskbar, I press the windows logo or search the web and Windows and it does nothing!
