So currently I'm running an A10-5800K and a GTX 650 Ti on this PSU http://www.coolermaster.com/powersupply/gx-series/gx-450w/
I'm planning on upgrading to a 1050 Ti, which requires less watts then my current GPU. My main concern is if this is a low quality GPU and if I should upgrade for the sake of having a higher quality PSU for the future.

The answer to this is yes.

When you use a cheap PSU you are racing the clock until it fails and potentially damages other components as well. A well-made PSU not only will last longer and provide a solid base for upgrades, but will also have reliable fail-safes in place.

Let us know what your budget might be for a PSU upgrade and we'll be able to provide the best bang-for-your-buck solution we can.

I'd like to keep the upgrade under 70$

The EVGA 650 Gold GQ is currently running a special at Newegg. The up-front cost is $80, but they have a $27 rebate running right now.

It's a really fantastic unit at that price (after rebate). You would be able to run just about any single GPU unit under the sky with that unit, and you could upgrade around it for years.

PCPartPicker part list / Price breakdown by merchant

Power Supply: EVGA 650W 80+ Gold Certified Semi-Modular ATX Power Supply ($52.00 @ Newegg)
Total: $52.00
Prices include shipping, taxes, and discounts when available

EDIT: If you didn't want to fiddle with a rebate, this XFX (made by Seasonic) is also a very solid choice. It isn't modular like the EVGA GQ, but still a very good unit.

Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($62.99 @ SuperBiiz)
Total: $62.99
