Upgrading Haswell PC

At the moment I have an I5 4460 with a gtx 970. I often stream an need to be able to have a constant 144 fps in fortnite while doing this as I am a professional player. I am only upgrading my cpu as it often thermal throttles and streaming is heavily cpu intensive. What 4th gen processor should I get. It cannot be overclockable

I bought a 212 evo a while back which solved my orriginal thermal issues. Now that i’m streaming it throttles after 2 hours. I did fix this by taking off the side pannel but i’m still working on a new case. And the 2600, isn’t that a different socket. I cant change mobo, not enough budget
 
As theonerm2 suggests, sort out the thermal throttling issue. It may mean getting a better cooler as it sounds like the 212 evo isn't getting rid of the heat quick enough (assuming correct installation).

Also, even if you don't overclock and have no intention of overclocking, the 'k' series of CPUs tend to have clockspeed advantages over their non-k counterparts. Plus for streaming those extra threads help.

Overall, think of your budget as it sounds like you'd need to account for a good cooler and an i7.
 
What is the case of your computer ?

Will the I7-4790K be better than a 4460, of course you get 8 threads instead of the fixes 4 threads of the 4460. is it worth it..
well the price of a 4790K is about 300$ and you can get a 8400/mobo/ram for that price now a days.

but back to your issue, if you upgraded the heat sink, then its probably ventilation inside your case itself.
can you tell us what case and what fan(s) you have.

Have you run HWINFO in sensor more to read the temps of CPU/GPU and Motherboard?

Okay, now that i'm at a computer I can respond to you properly. A k-series cpu is off the books, I can spend up to £200 on a cpu, however I would probably go second hand. The reason for this is that my mobo is not overclocking. I built this thing 3 years ago and I don't have the budget for a new mobo, cpu and copy of windows, at that point I may just build a new pc.

Since then I have added the hyper 212 evo and a Samsung 500 evo ssd.

The case is terrible, I would not recommend it, it was cheap at the time and had a dvd drive slot so I used it. The airflow is useless which is why I have the side panel open. I was wanting to get a Phanteks PH-EC416PSTG case to incease airflow. Inside the case atm I have one intake (af120) and a cheap outake fan that came with the case.

Temps on idle are around 50 degrees however I have no software that can stress test and record temps then, however in the past I have had to leave it too cool when the stuttering became too much (mostly when playing tomb raider on ultra for two hours)
 
instead of getting the ever expensive 4790K you could get the same power for the buck and get a 4790 or 4770 I7, and would be cheaper than your budget and still get great power out of your H board. and maybe have left over money to get a better case to help with your ventilation issue.

Ebay UK sells 4770 for 130 quid. that leave about 70 quid for a new case.. :)

or keep out for the rare gems that are selling on ebay from seemingly goo sellers 4d to go, 60 quid for 4790 for example.
if your in no rush you can get good deal being careful buying local and from dealers with no negative bids

I have just built it and some weird stuff is happening. I have full assurence from the seller that the cpu works so I’m not sure what is happening. The pc turns on for around 3 seconds and then crashes. I have a gtx 970 in there as well as the i7 4790k. My first thought was lack of power so I removed the gpu, however this continued to happen. Any thoughts? Quick answers would be great thanks.

Can you access BIOS? Use CMOS and update your BIOS.
