Question upgrading HDD

i have a desktop with 500GB hhd
is it better to upgrade to an ssd or should i just keep it with the HHD but higher storage? or should i just add an addition HHD
looking for more speed

You have no budget at all?
It's "better' to upgrade to an SSD, from a speed perspective, but kind of a moot point if you have no budget to do so?

Could just clone the OS to the SSD, then change the boot order to start with the SSD, and after it boots from the SSD format the old HDD to use as a seconday drive.

You certainly can, but unless you're already running a fairly new, clean OS, you're cloning the good/bad/ugly. Yes, your Windows install & data etc moves, but so do registry errors etc.
A clean install is a good route to go, but of course, there's nothing stopping anybody simply cloning the drive.
