I would like an upgrade on what I currently have due to games coming out recently forcing me to play at 30 FPS on low settings. I wanna be running games at 1080p and 60 FPS and am happy at that resolution and FPS. A power supply upgrade is a must as it is D tier and has very low voltage and am thinking of getting a TXM corsair but for things like CPU and GPU I'm not entirely sure. This wont be happening until at least a couple months so prices should hopefully have settled by then. Could I potentially get a 2060 and new PSU and keep my current CPU or would that bottleneck. Price isn't a issue because I'm guessing 1080p gaming is cheap nowadays. Thanks.

Processor (CPU) Intel® Core™ i3 Quad Core Processor i3-9100F (3.60GHz) 6MB Cache
Motherboard ASUS® H310M-A R2.0: Micro-ATX, DDR4, LGA1151, USB 3.1, SATA 6GBs
Memory (RAM) 8GB Corsair VENGEANCE DDR4 2400MHz (2 x 8GB)
Graphics Card 4GB NVIDIA GEFORCE GTX 1650 - HDMI
Power Supply CORSAIR 350W VS SERIES™ VS-350 POWER SUPPLY

Solution
Would this be a massive boost or only a few frames?
That depends on games, most newer ones use 4 cores leaving nothing for background processes on a 4/4 CPU. For single threaded games higher boost frequency of i5 would help most. so yes, FPS, specially specially minim frames should give you substantial boost

At 1080p, if there's any bottleneck it would be your CPU.
