I have an Alienware Alpha R2 and was wondering if I could improve on the CPU. I want to play Black Ops 4, but the frame drops are unbearable. Id like to see if i could upgrade my parts or if the computer couldn't handle it.

You should, just make certain you get a new cooler. I think Alienware uses the stock one which is honestly pretty pathetic for the price they're selling the dang things.

I know most of them.

GPU: Radeon (TM) R9 M470X
CPU: I3 6100T 3.2 ghz
Ram: 8gb

I havent changed anything in it yet, so it should be the base specs.

You can upgrade your cpu up to a 6700t. When you're playing whats your limiting factor? Can you monitor your cpu and gpu usage? You may benefit from a gpu upgrade as well but that will probably requiring upgrading your psu as well which could be a bit of trouble (I haven't worked with any alienware products so not sure if they use proprietary connections/sizing restrictions).

While im playing Black ops 4 my CPU is at a constant 80-100% usage when im playing on the lowest resolution possible, as told through Task Manager, while my GPU is at around 10-60% usage.

Then yeh, if you want to keep your system and upgrade it a cpu upgrade will serve you well.
