I am currently am student who wants to desperately upgrade my pc.

I currently have an AMD A8 7650k with 8gb ram ddr3 1600mhz. I also have a R9 270 2gb ddr5. I am hoping to run PUBG at 60 fps lowest settings with this new build.

Ryzen 3 1300x or Intel i3 7100?

Leaning towards the Ryzen 3 1300x but I am skeptical on whether it would improve performance by a mile or would it not be worth the money?

Well the Ryzen 3 1300X 4 cores 4 threads is (overall)18% faster than Intel's i3 7100 2 cores 2 threads, at single core speed the i3 is slightly 6% faster, but at multi-core speed the Ryzen is 30% faster. Is up to you if you want to spend more money but between the two Ryzen is the best CPU.

The Ryzen cpus run roughly equivalent to Intel Haswell IPC. So pretty much the R3 1300x would be like an i5-4690k in potential. The R5 1400 would be like an i5-4460 except with 4/8 threads vrs the 4/4. The R3 1300x out of the box has slightly better IPC due to slightly better clock speeds, but that's negligible since you can OC either to equitable limits.

So, i3 with its 2c/4t or R3 with 4c/4t or R5 with 4c/8t, all at equitable pricing. If you have no use for all 8t, the 1400 would come in second place, wasted resources and slightly slower performance, the R3 1300x being superior. If you do have need of the extra threads because of app or game usage, the R5 would be the cpu to choose, the multiple core ability exceeding the single thread needs. Either way, when put up against an i3, with today's gaming requirements, the i3 looses out big time especially in games like GTA V with high fps/detail settings or other cpu hard resource requirements like mods.
