I currently am running a MSI N660TI PE 2GD5 G-Sync support Geforce GTX 660ti 2 GB 192-bit PCI Express 3.0 x 16 HDCP ready SLI support card. I can no longer play World of Warcraft due to not being to run the 3D acceleration. I have tried the online fixes and updates for my current vid card with no success. What options do I have?
Processor is i5-3570K 3.4GHz
MotherBoard is Asus P8Z77-V LK LGA 1155 Intel Z77 HDMI SATA 6GB USB 3.0 ATX Intel Mother board with UEFI BIOS.
Budget around 500-700 dollars.

Anything faster than a GTX 1050 Ti will probably require a more powerful CPU, but with the 1050 Ti, you at least have double the VRAM

Similar in performance, double the VRAM. Prices from $150 to $210.

I doubt there's much worth in trying for a replacement CPU. A 3770K would just add multi-core performance. It would probably be better to go for newer mobo and CPU and DDR4 RAM.

Here's an example system spec - https://pcpartpicker.com/list/wrkhTB

(620W PSU was cheapest on list, and next was a 550W for same price)

Comparison with your current system (guessed at the RAM and HDD) - https://www.userbenchmark.com/PCBuilder/Custom/S0-M220430.7718.412.50785vsS0-M476362.153864.418385.89317?tab=CPU

You don't need an expensive complete system upgrade

according to this:
http://www.gpucheck.com/compare/nvidia-geforce-gtx-1070-ti-vs-nvidia-geforce-rtx-2070/intel-core-i5-3570k-3-40ghz-vs-intel-core-i5-3570k-3-40ghz/high

the i5 3570K should be able to handle gtx 1070ti and even rtx 2070 but it really depends on what games you play
If you only want to play WoW and other rpg and mmorpg then your current cpu and a gtx 1060 6gb should be fine and it has the same power supply requirement as your current 660Ti.

and its only 230 usd right now
