I am looking to upgrade my gpu from an r9 380 to a gtx 1060. My processor is a i5 4590, will this bottleneck my processor?

Yes, the GPU will bottleneck your CPU. You probably have to move to a GTX 1080 before the CPU becomes the limiting component.
