Hi guys can I have your opinion on the following:

My Specs:
Processor: i7-2600 non-K
Mobo: Asus P8h61-m lx3
RAM: 12 GB DDR3
SSD: Samsung EVO 250 GB
HDD: 500 GB
GPU: GTX 750TI

I'm mostly playing DOTA 2 and I'm having good 80~100 FPS with high settings.
Is it worth upgrading to the following 2nd Hand items:

160USD - GTX 1060
210 USD - i5 7400 with Gigabyte Motherboard
8 GB (4GB x 2 DDR4)

I'm also wondering which is the best monitor for me a 27" IPS 1080p or I'd go for 144Hz. I currently have a 24" for 1080p

Unless you are getting 144FPS+ consistently, it is not worth it. Personally, I would say it is a better purchase to get a 27" IPS 1440p monitor that is 60Hz. However, no matter what your FPS is, you will notice the difference between 144Hz and 60Hz, but at 1080p, I would say it is negligible due to the low pixel count. 144Hz 1440p IPS is a sweet spot, 4k is just a little too expensive.

The GPU upgrade makes sense. 1060 will be a great upgrade over the 750ti.
The cpu upgrade does not make much sense. Going from 4c/8t to 4c/4t without much speed increase does not justify it.
If you only play dota 2, there is no point in getting a 144Hz screen

Is there a large difference between IPS 1440p 27" and 24" 1080p? Will I get good FPS for a future 1060?

The CPU upgrade does make sense. The CPU is multiple years older, meaning it has better architecture, resulting in better performance for less power and cores/threads. According to UserBenchmark, the 7400 is 13% better, meaning that you will receive better performance.

So getting the GTX 1060 should be good enough? Would you recommend I get another monitor like 27" IPS display at 1440p or 1080p is good enough at 24"

Is it worth the 200USD though

I would say a 1440p IPS monitor at any size is good. You will notice a big difference in 1440p vs 1080p, and the 3" size difference makes it even bigger.

If you can well afford the 27" 1440p IPS monitor, by all means get it. It's always a great pleasure to play on higher res and better display quality
