Upgrading my PC for gaming and maybe streaming.

I need to know if what I am planning on upgrading to is enough to stream ATLEAST 720p60fps and game ULTRA settings in good quality.

This is what I plan on getting:

-Motherboard: ASRock H310M-HDV LGA 1151 (300 Series) Intel H310 HDMI SATA 6Gb/s USB 3.1 Micro ATX Intel Motherboard

-CPU: i5 8400

-GPU: GTX 1070 8GB

-RAM: CORSAIR 2400 8GB

-PSU: 650W

-*would you recommend a cooler other than intel stock cooler?*

That system is way overkill for 720p. What country are you from and how much are you willing to spend?
