Build Advice Upgrading my PC for gaming and streaming ?

Hello,
I want to upgrade my PC. It is going to be used for streaming and gaming and gaming. My current specs are:
I7 4790k - outdated
Asrock z97 extreme4 - outdated
4x4gb Ram 2133mhz - outdated
Msi rtx 3070 - bought not long ago when my old GPU broke down
Corsair RM650
SSD PNY 500gb 2280
SSD Samsung Evo 940 120gb - outdated
WD Caviar blue HDD 1tb
Corsair GrOne case - possibly buy a new one
Phanteks cooling (cant remember the exact model)

Can you please tell me which components would be the best for streaming and gaming at the same time? I live in Poland and my currency here is PLN. My budget is around 3000pln(650-700usd).

If you are buying new, Intel 13th gen is definitely superior.
Your I7-4790K was very good in it's time.
It had 8 processing threads and a total passmark rating of 8057 and a single thread rating of 2470.
By comparison, the I5-12400F has 12 processing threads with a total rating of 19538 and a single thread rating of 3531. Single thread rating is most important for gaming.
Many threads is good for streaming.
All, in all, the suggestion above is good.
Your current 650w psu is ok for a 3070.

After all, you are now doing ok with it.
The new cpu will draw no more than the 4790K.

I would also suggest you pay some $20 more for the non F. 12400.
The integrated adapter is good for gpu diagnosis and it gives you Quicksync for decoding.

This comes up to 2700pln. Let's say i can spend around 500pln for new case and add an extra ssd some time later. I also keep my old ssd, psu and gpu. Will that work?

Sit tight for about 30 days the intel 13th gen non-k cpu's should be out.

Then you will have a bigger selection to pick from.

The i5 13600 / 13600F should retail for around $250 USD. 6 cores / 16 threads.
