Hello im upgrading my pc. Specifically im going to a 144hz moniter and I am stuck on what I need as far as what graphics card I should get.

Also out of curiosity should I add a second stick of 8gig of ram? I noticed newer games are reccomending 8 gigs of ram.

Depends on your budget.

Also, GTA V is still 'buggy' - people with high end PCs are finding that they still get low fps - their GPUs only run at say 40%.

So I wouldn't try to build a PC based on GTA V. Just get the best PC you can with your budget. And 'best' should include allowing for an upgrade path eg getting a SLI capable mobo and PSU.
For memory you should get a dual kit, 2x4GB should do fine for games at the moment. You should definitely get a better gpu for that monitor, get a R9 280X or GTX 970 atleast. If you are tight on budget dropping the CPU down to 4690K and getting the better gpu is a better option, since 4790k is only like max 5% faster and even less if you overclock the 4690k.

Any card will run your monitor. The fps will depend on the game and settings

eg GTA V - http://www.gamersnexus.net/game-bench/1905-gta-v-pc-fps-benchmark-graphics-cards# - Ultra, 1080p R9 270x gets 41 fps

At High it gets 60 fps. - so you could just use a 60Hz monitor. The best you could do at High, 1080p is GTX980 105fps.
