If you are talking about GTX 1070, than it depends on your monitor:
1080p@60Hz - > you don't need GTX 1070, GTX 1060 will be fine.
1080p@144-200Hz -> i7
1440p or higher resolution monitor -> your CPU is mostly fine for now.

Gaming on two monitors is annoying as you have this bezel in the middle.
As i already said above, if you are not planning on upgrading your monitor/monitors anytime soon, get GTX 1060 - it will be perfect with your monitors and CPU for the near future.
GTX 1070 will be wasted as it's intended for much more higher refresh rates or higher resolutions.
I'd say get GTX 1060 and enjoy
This winter both AMD and Intel are releasing new CPUs - might be something interesting.
I'm personally not going to upgrade (unless my computer dies ) until the Optane from intel will be available.

Personally, i'd get the cheapest card available from a decent manufacturer EVGA > ASUS/Zotac > Gigabyte (in this exact order).
EVGA GTX 1060 SC Gaming or EVGA GTX 1060 Gaming or Zotac GTX 1060 Mini would be in the top of my list
