Build Advice Upgrading my pc

Hello everyone.
I want to upgrade my pc and get the best components for the cheapest price there is.
My pc isn't new, it's okay for my needs (basically I wish to run the latest games but I am a realistic person)
My main needs is movie and tv series watching, some YouTube, and from time to time - heavy web browsing.

My system this days:
E8400 duo
Radeon 5770hd
8gb RAM
500W power supply
4TB of storage

Now, what are ny best options for upgrading my system to make it more quicker and make it support 4K videos?
My budget is around 220-300 dollars.

i got a AMD ryzen3 2200G build and i can run all the latest games on it with mid to low settings from 720p to 1080p.
if you in US whole system shouldnt cost you more than $250-$300. depends on what sort of deal you get.
and i can watch 4k videos on it too, i tested youtube videos, never tried to download one and watch.

I was just going to suggest the q9650 CPU upgrade. As for the GPU, even a GT1030 should do as it supports YouTube's 4k videos properly. As long you get the GDDR5 version with 2gb VRAM you'll probably be good. But a GTX 1050/1050Ti would be better, seeming as it'll still be way within your budget.
What PSU do you have btw? If you are going to be upgrading, now is a good time to get a new PSU too if your one isn't at least 80+ Bronze. I'd suggest getting a 80+ Gold with the rest of your budget if you don't have one already.

I'm thinking to get Q9650 and a better graphic card. just to make the pc run faster and watch 4k videos
idk why you going with an older chip. get an AMD Ryzen APU .. they will leave any intel chip in that segment in dust anyday and you dont need to get a GPU.
-it can run latest games
-it can run 4k videos i did download one out of curiosity once you mentioned it in your question. (my 2200G do struggle with 8k though might be because i got slower ram )
-and you can overclock it both CPU and GPU

My GPU(HD5770) doesn't support 4k videos 60hz

and for AMD processor ill need to replace my motherboard

You wanted to upgrade your system to watch 4k videos. The RX 550 will enable 4k output and give it's speed a boost, while the Q9650 will give it even more of a boost. Here in the UK, this whole upgrade will cost you at most £90. You will be able to watch all the 4k videos you want with this.
