Hi guys,

I am in the processs of upgrading my existing Athlon 860k and GTX960 system which is both slow and noisy. I have already bought all the stuff but havent installed it yet, so can still return or replace if necessary.

The new PC needs to function as mid-range gaming pc and HTPC. It sits in the living room and is alway on so the highest priority is for it to be dead silent. The GTX 960 is very noisy I would like to replace it with an almost silent GPU.

I have it connected to a 4k 60hz TV, would like to be able to play games at 1440p @60fps at high or ultra high settings.

Most of the stuff I have bought used from Amazon warehouse deals which has given me approx 20% saving on the whole build. I can get around £250 from selling stuff from previous system. My initial budget was to spend an extra £500 but have had to stretch it to £700 to get more quiet components.

Salvaged from the previous build :

Case = Thermaltake V21 M-atx cube shape (the stock fan removed and replaced with 140mm Nanoxia Deep silence. I have had good experience with Nanoxia fans, they are very quiet. One reason for it is their low RPM, It is good enough to function as a case fan, not so sure about using it as a cpu fan). https://www.amazon.co.uk/gp/product/B00PN4WWH2/

Rear fan = 1 x 140mm 1400 RPM Nanoxia Deep silence fan at the back of case to push air out. https://www.amazon.co.uk/gp/product/B00CHW8QD2/

Front fan = 1 x 120mm 1500 RPM Nanoxia Deep silence fan at the front to pull air in. https://www.amazon.co.uk/gp/product/B00CHX0SQY/

PSU = Corsair 550W VS80 https://www.amazon.co.uk/gp/product/B00TE4XSMA/

HDD = 1 x 6TB, 1 x 4TB, 1 x 2TB

Wireless mouse & keyboard

Monitor = Sony 49 inch 4k 8005C TV https://www.sony.co.uk/electronics/televisions/x8005c-series/specifications

Bought for new system:

CPU = Ryzen 5 1600x = £190 used https://www.amazon.co.uk/gp/product/B06XKWT7GD/

Liquid Cooling = CoolerMaster Seidon 240mm Radiator = £50 new https://www.amazon.co.uk/gp/product/B01HMZLE8M/

Fans = 2 x 120mm 1500 RPM Nanoxia Deep Silence (to replace the stock coolermaster fans) = £25 new

Motherboard = Gigabyte AB350M HD3 = £80 new https://www.amazon.co.uk/gp/product/B06X9T14H9/

Ram = Corsair 2x8GB DDR4 3200 Mhz = £135 used https://www.amazon.co.uk/gp/product/B014HCGJSI/

GPU = Zotac GTX 1060 6GB Mini = £240 new https://www.amazon.co.uk/gp/product/B01IA9FEOO/

Boot HDD = Intel 600p 256GB NVMe PCIe (this will be the OS drive and will go into the Mobo M.2 port) = £75 used https://www.amazon.co.uk/gp/product/B01L3LQLBG/

Games HDD = Intel 600p 512GB NVME PCIe (this will go via adapter into the spare PCIEx4 port on the Mobo) = £145 used https://www.amazon.co.uk/gp/product/B01L3LV0LW/

Adapter to connect the second M.2 to the free PCIEx4 slot = £15 used

Total = £955

My main concern is how quiet the 1060 GPU will be. If it turns out to be as noisy as the GTX 960. Should I try custom liquid cooling it or should I go for a 1070?

1060 is too little for 1440p.
If you want it more quiet, you should buy one with two or more fans, then the fan(s) doesn't need to spin that fast to keep it cool. Air cooling is also quieter than AIOs. You can also get cases with sound dampening. The rest looks good.
