Upgrading my XFX R9 280x and i3 4130

Since im on a tight Budget at this point, and when i bought my PC 4 Years ago I always wanted to upgrade (but today everything comes hand in hand and i see to upgrade 1-2 components is .. impossible)
My current Rig is:
Intel i3 4160
3GB AMD XFX 280x
8GB DDR3 (2x4)
550 Watt Corsair Gold
Gigabyte GA-H97-HD3

I use it mainly for Gaming, have 60Hz Monitor so im striving for 60 FPS, Looking to invest ca 200 Euros and use it for 2 or 3 years more.

I can get an used i5 4570 for about 60Euros or Xeon 1230/1231 for 80-90 Euros

1. I want to upgrade my GPU sometime later but i was wondering which one, here RX 580 8GB is around 170 Euros new. Should i go for it or any other cheaper card will be also good like 570 ? (Is it a must to be 8gb ?)

2. Also will adding more RAM incease the FPS ? (Maybe another 2x4gb hmm)

3. If I get lets say rx 580 and Xeon do i need a PSU upgrade also ?

4. Or u will strictly advice me to ditch this PC and get in 1 year new one with Ryzen DDR4 and so on (I could replace my father's 14 old PC 😀 )

1. The 580 is just a factory overclocked 570 so get the 570 and save yourself some money there.

2. RAM might increase FPS depending on the game, some games dont rely on it so much.

3. That PSU will be just about fine for an rx570/rx580

4. I would advise you get the rx570/rx580, then if that doesnt improve your FPS due to the rest of the system holding it back you can use it in the new system. (the added benefit of this is if you can wait a few more months Ryzen 3000 will be out and will offer you better value for money than the current chips, or if cost is your main concern the 2000 series will drop in price)
