Upgrading / New Gaming PC 800~ Budget

I couldn't follow the format included in the sticky, because i'm not sure what i want yet.

What i want:
A PC that can handle WoW/D3, future games, without any lag, and preferably at max settings
A PC that can handle recording with fraps / streaming with justin.tv, with no lag ingame.
A PC that is cheap

My current system that i bought 2-3 years ago is:

2x 8800 GT SLI
500gb 7200rpm Seagate HDD
2gb corsair ram
evga 780i sli mobo
e8400 cpu @ 3.0ghz
750w corsair? modular PSU
22inch 226bw samsung monitor

The problem with the above pc is that WoW is unplayable, recording games is a definite no, and its sluggish.

I'm wondering whether i should rebuild another pc from scratch and use this comp for something else, or use some of the parts from this pc in another build.

Would it be cheaper and more efficient to just upgrade, or build another pc and use this one for something else.

What do you guys suggest?

My goal is to have a pc that will be able to play games for the next 3 years at high/max settings, specially WoW
my build time would be 3-5 weeks depending on the price.


Parts I don't need either way: Peripherals, OS
I'm from Canada, and you guys can use whichever site you want to, to suggest the components.

An e8400 is still a competitive cpu for gaming .

So
replace the graphics cards with a single GTX 560 ti
double the RAM to 4 gig

and a fresh instal of Win 7 64 bit

Hi Princeth, So getting into business I'm guessing you will be streaming your Raids on justin.tv or recording both WOW or Diablo 3. I see your monitor is 1680x1050 so I've made this Intel Build capable of maintaining your FPS over 60 with Fraps or Livestream on while supporting next Gen CPU and Video Cards. I'm also assuming you're tired of getting yelled by your Raid Leader of standing in fire patches(I mean they give Buffs and max DPS, I also recently upgraded too for this same reason.)

I Assume you are using a 32-bit OS. You would be better off just making a new build if you want to play on high for the next 3 years. If you wanted to upgrade this thing to keep it playable for a year or two I'd say go with 4GB and a single card.

As for the card I'd recommend a GTX 460 1GB and overclock the CPU, assuming a good cooler of course.
