I recently got the HP Pro 3130 from an office department because they were giving it away.

After using it for awhile, I feel like it needs an upgrade. The issues I had with it is: Lagging, Not responding and Blue Screen Of Death (Bsod)

The specs of the pc
Case size : micro tower
Cpu : Core i3 550
Mobo : MS-7613
Ram : 2 × 1gb ddr3-1066
Rom : hitachi hdd 500gb
Os : windows 7 pro 64-bit
Psu : 300W

I am going to use this pc for personal use such as using Microsoft office, browsing the internet, watch movies and a bit of gaming.

What I had in mind is upgrading the motherboard, ram, power supply and adding a graphics card. My budget for this is around 300$.

I need help on choosing parts because its my first time upgrading. Even after doing some research online, I am still lost on choosing parts.

Solution
Reuse the HDD and dump the rest.

I'd use the Vega 3 iGPU for gaming until you can afford a decent dedicated GPU such as the RX 560/570.

With the issues your having with the current system I don't think it would be wise to dump money into it.

Solution
The issues with the old system could be to the old hdd. I would get this. The 2200g is much more powerfull than the 200ge, featuring 4 full cores, and much more powerfull vega graphics.
