Upgrading or new PC

So I am planning on upgrading my PC but the problem is that my budget is limited and I prefer upgrading mine over building a completely new one,but what will be better? I want to run new games smoothly (Bf4,witcher 3 when it's released).My system:

Intel core duo E8400 3GHz
Socket 775 LGA
Nvidia Geforce 9800GT
4GB RAM
Motherboard:Micro-Star international MS-7519

If I decide to buy a new machine how should I start? Since I won't be able to take all parts at the same time I will buy them one at a time,but what should I start and end with?

Also what parts would you recomment me for a good budget PC

You will have to change everything i guess.
Cpu and mobo are for sure. gpu is weak , wont be to play bf4.
Ram will be DDR2 so i guess you will have to change that too.
So upgrade is the word.
