Can i upgrade my OS from windows vista home premium 64 bits to windows 8.1

Short Answer Yes. You CPU has 64bit architecture and it is good enough to handle the Windows 8.1 64bit. RAM is also good, just disable all animation effects after installing 8.1 to increase GPU performance in other tasks like games.
