Upgrading PC, need suggestions

I believe my relatively high end GPU is being bottle necked by my CPU and MOBO. I play a couple games that arent as well optimized and you can tell that the 8 core CPU isnt very good with the r9 390. With a 300 plus dollar GPU I think I need to pair it with a better MOBO and CPU. One thing I dont totally understand is my GPU usage percent jumps from 100-0 and it didnt always do this?? Any ideas on why? Here are my specs:
Amd fx8350 cpu
Msi r9 390
Cooler master 212 evo
EVGA 800W
Gigabyte GA-970A-UD3P ATX AM3+ Mobo
Roswell challenger U3 mid tower case
AsusVG248QE monitor 1080p 144hz
Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-2133 Memory
WD caviar black HD

Yeah I'd recommend upgrading your CPU and MOBO. You mean while idle or gaming jumping in usage? While gaming, I think that could be a sign of a bottleneck.

that cpu should be fine I reckon it shouldnt be bottlenecking a GPU, if it really is then the fx8350 is one of the best cpu's to overclock from what ive heard, so maybe overclock it a lil if you havent already?

The 9590 is litterally an overclocked 8350 I'm pretty sure lol.

Sorry for such a late response, but yes it is doing it while gaming and im taking an FPS hit from it.
