Having the same PC for a while some of the parts have been being screwy and others are just outdated. My stock CPU cooler is very loud and I heard the Cooler Master Hyper 212 EVO is the best solution. My Antec 900 case is beat to put it shortly. Some of the fans just stopped working, and the front panel translucent window is cracked. I decided to go with the Fractal Design R4 (no window. It's supposed to be great for sound dampening, and ventilation. My current GPU is outdated, and has fan issues with vibrating and coil whine. I want to go with a powerful option such as the EVGA GTX 980 ACX 2.0. Does this sound like a good upgrade?

CPU fan - you're good with the hyper 212

GPU - good to go

Solution
The Hyper 212 Evo is a very good option but it still produces detectable noise. If you truly want a silent PC then invest in a bigger case and a water cooling kit. It is not expensive nowadays and can be very easy to assemble. The graphics card is a solid update but make sure you have good 650W+ PSU from a reputable brand. Enjoy your upgrade .....
