Upgrading PC options

Okay, I currently have 16gb ddr4 2400 ballistix sport ram, Ryzen 7 1700, Asus strix x370-f

Im wondering which would be the best upgrade, Ryzen 7 1700 to 2700x , adding 16GB more of the current ram, or upgrading to the G.Skill Trident RGB C16 3000 (32gb) ? Performance wise, and gaming, some workstation as I am also a programmer. Thanks!

i concur. get either an AIO cooler or a quality air cooler and overclock your ryzen 7 1700. I have mine running at 3.8ghz @ 1.325v on the same exact motherboard as you and it wasn't difficult getting there. I plan on waiting for Zen 2/3 before upgrading

Honestly, most of those upgrades seem pointless unless you actually use more than 16GB of RAM. As for overclocking: guides can be found so it's not like you're going into it blind. You'd probably be better off saving your money and maybe aiming for a necessary upgrade down the line.
