Upgrading PC Problems

Hi!I recently upgraded my PC and bought a new GPU and PSU.It seems to me like my system isn't pulling off his best so I would like to ask you some questions.

1.When I installed new GPU and PSU I didn't reinstall my windows.Should I?
2.Is is something wrong in my system so my PC isn't doing so well?
PC:
MB:ASUS F2A55-M LK2
CPU:amd a4-4000 apu with radeon(tm) hd graphics
GPU:Gainward GTX 970
4 GB of DDR3 RAM Memory
PSU:650 W
Windows 7 Ultimate 64 bit

Solution
1. Shouldn't need to, but make sure all drivers are installed and the hardware is working properly.

2. What makes you think it is not doing so well? There's only 4GB of RAM, so that can be used up quickly depending on how much background programs and such you may have open at once. Fresh install would clear those out so you have a bare OS with maximum available memory.
