Upgrading PC V.S. buing PS4

My current config is -
cpu: i5 6600
gpu: gtx 960 2gb
motherboard: asus b150 pro gaming aura
ram: 8gb

I am more of a casual gamer. I am more interested in single player games and i have a thing for racing games. I have never owned a console from this gen (ps4/xb1) or last gen (ps3/xb360). I am familiar with controllers as I have used gamepads for fifa and racing games but not familiar with using controller in shooting games.

This is my current situation/experience. This is 2018 and I am struggling with my 2 year old gtx 960. I cant decide if I should upgrade my pc or buy a PS4/PS4pro. I am ok with 1080p 30fps as long as it is consistent and I don't have to start turning down a lot of graphics settings to get there. Price of games is not an issue to consider, only hardware price and future proofing matters. Please help me make a decision.

What do you mean that you are strugguling with the 960? Can you tell me what performance you are getting with the card?

none of the recent games run decently with my 2gb 960. i have to turn down resolution or graphics settings to medium/low.
