My question is that I don't know if I should swap our my RX 570 8GB for a better card because I plan on playing games like forza horizon 4 and after doing a large amount of bench marking I have come to the conclusion that the problem with my PC is the CPU. But I am thinking of getting a better GPU like a RX 590 or a GTX 1660 TI.

The Ryzen 3000 series will release soon and it's already being said the $200 (USD) R5 3600 will pretty much equal the performance of the 8700k. I would also wait for the RDNA series RX 5700, which are said to be $380 USD (5700) and $450 USD (5700XT).

The 5700XT is said to be equal to a 2070, and the 5700 roughly 2060 level, which is about twice as powerful as a 570. Don't know what the CA prices will end up being on the 3600 and 5700, but I think it would be worth checking out. At the very least it could cause a drop in current prices.

I agreed with Frag Maniac, wait for the new ryzen CPU and GPU too

yeah but I already own the graphics card and idk if I should upgrade or not to new one, I also plan on buying after the new relese so I expect the prices to go down
Then it was very misleading that you said "The upgrade is going to make it look like this"... then listing the GPU as well with price.

Same advice still applies, but your 570 is very weak. I would step out of the 500 series and get something more current and capable that will last you a while. Better to save a few more months and get something worthwhile.

yeah I game at 1080P and all the games I want/have say that you need 4gb vram and I will have more then enough to my calculations to run almost any game at High-Ultra settings

Then again, with any major upgrade, it's not just what games you have now you should be thinking about. A proper upgrade should hold you at least 3 years, and it's common now game requirements say more than 4GB VRAM. So unless you're psychic and can predict what games you'll be playing in 2-3 years, I'd build in more overhead than 4GB VRAM, which is nothing anymore.

Think you're fine. The RX 570 is still a decent gpu. Upgrade it when you have cash again or more importantly when it starts to underperform for your needs. Also don't understand the 4gb vram remark since you link one with 8gb vram.

Other good psu is this one although it's also not modular,

think i would get this one for the minimal extra cash.
