Upgrading processor, do i need new cooler?

I definitely feel for people in other regions, especially after trying to help others outside of north america and seeing the lack of availability and much higher prices. Sometimes take it for granted the options we have with nothing to compare it to. Wish I could have been more help. The 4460 would still be an upgrade and overclocking isn't absolutely necessary for good performance. Although if you really want to overclock and that's the big push for your reason to upgrade then understandable why you'd stick with what you've got for now.
The 8350 is fine for the most part; single-thread performance isn't very strong and the TDP is high, but it's otherwise fine.

I'd highly recommend replacing the stock cooler, particularly for an 8350. A Cooler Master 212 Evo isn't very expensive and it allows you to overclock to some degree.
 
Im not really wanting to buy a processor which is only fine for the most part, i currently run the i5 -660 at 4 ghz, and want something a bit more powerful
 
If you bought that motherboard, you'd be better off with a regular i5 rather than an unlocked "K" version. The reason being is that a B85 motherboard won't allow overclocking, so the extra money you pay for an unlocked processor will be a waste.

Another consideration with B85 is that the motherboard may not support the new 14nm Broadwell and Skylake processors, so if you wanted to upgrade the processor in a few years, you may also need to replace the motherboard.

If you decide on that motherboard (which is absolutely fine besides the overclocking and potential upgradeability issues) then I would buy an i5 4570 to go with it. The stock Intel heatsink will be sufficient.
 
After looking at a norwegian website (I don't know if they have the best prices or not) and doing some currency conversion, the closest I could come to in $350usd would be the i5-4460 and an h97 motherboard. Neither will overclock (the cpu or the motherboard) but it's within your budget and would still give some good performance in games.

You're right, prices there are quite high compared to here. If not overclocking, you would be ok with the stock cooler for the i5. The cpu and motherboard would come to 2648 kroner ($343.67usd) according to the currency conversion I used. Hopefully this is fairly accurate. The 4690k is 2.229 kroner which roughly equates to $298usd and would blow your budget. Maybe there are other sources in Norway for pc parts with better prices?
 
Sadly thats the cheapest/best website we have, i might just stay with my i5-650 tho, seeing how expensive its gonna be to have a i5 and a motherboard that actually overclocks....
