upgrading psu and gpu of dell optiplex 9020

i wanted to ask whether if i can upgrade the PSU of my optiplex 9020 (it has 290 watt) to a 700 watt psu. also i want to upgrade the GPU too.
can the psu be upgraded?

You won't be able to switch the PSU... it uses an 8 pin proprietary ATX connector.

Since you have a 290W PSU, I presume you have the Mini Tower version of the optiplex 9020.
If that's the case the majority of ATX PSUs will fit(except really long 850W + models).

Also if you're planning to play on 1080p, the GTX 1060 6GB will max everything at this resolution.
You won't be able to fit long cards too.

You won't be able to upgrade the PSU since it uses a proprietary 8 pin connector to power the notherboard.
