These are my specs
:

Motherboard: ASRock H97M Anniversary Micro ATX LGA1150 Motherboard
CPU: Intel Xeon E3-1231 V3 3.4GHz Quad-Core Processor
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory

I have 8 gigs of ram and I need 16...what would be a reliable and good bang for the buck(doesnt have to be cheap but doesnt need to be fancy )ram for me? . I will also plan to reuse that new ram in another PC in the future

Solution
Unfortunately, any RAM you get for your current system will not be compatible with a new system. We've moved on from DDR3 to DDR4 (and DDR5 isn't far behind).

I'd probably look at getting a matching kit for what you already have or just deal with your current system until you can afford a new system.
