Upgrading rig for my pc

Hello i wanted to upgrade my pc could someone give me some tips what to do first?
My rig:
i5-4590 (non k)
gtx 970 4gb (the small one)
Mobo socket 1150

I was thinking of upgrading my processor first because i ehard that graphics cards need good processors to do their work. So what should i upgrade? My budget is around 300-350 $

Your processor is fine. What games are you playing and at what resolution? Because that looks like a perfectly capable 1080p gaming rig.

I mainly play GTA 5 CS RUST Most of the times its 1080p But sometimes i even get lag in gta 5 on lowest settings possible and when i try to stream cs using obs studio it also lags the stream my internet upload is 90mb/s same dw Sorry forgot to say i have 8gb ram

GTA V is CPU hungry, and you would indeed benefit from a CPU upgrade. The obvious choice is an i7 4790, or 4790K.

If you're trying to stream then you should really have more than an i5. Getting hitching in GTA V even at the lowest settings is a known problem with the game, not the processor. I would really ask yourself how important streaming is to you in this case, because it's going to be $200+++ for a 4790 or 4790k to get it set up to be able to handle it well. If you're doing it every once in a while just for fun, then it's probably not worth spending the money.

Consider upgrading to 16GB.
