I have a GTX 1070 GPU
and a i5 4690k CPU
16 GB of ram
2 TB hard drives
My OS is on a M.2

my games arent running very smoothly lately, which is suggesting i upgrade my specs.

im just wondering if a CPU upgrade would make a big difference in my gaming performance, or if there is something else i could potentially upgrade?

Open task manager and see if your CPU is maxing out 100% if it is then getting a used 4790K is your best option and from their overclocking it (depending on your motherboard)

It also can come to a point where selling your PC as a working PC and upgrading everything can make better since.

In general depending on your monitor resolution a used 4790K might be the best option.

The GTX 1070 is still a very good card mine runs everything fine on my 1440p monitor although I don;t really play a lot of FPS games where FPS gives you better performance or a edge on other players.

We need to know the make and model of your motherboard before we can advise a CPU upgrade.
My motherboard is the gigabyte z97x-sli (LGA 1150)

honestly was looking at getting the AMD 3600 CPU but it looks like my motherboard is only compatible with intel... would it be worth to invest in a new motherboard as well?
 
Ebay has used 4790K's for 'buy it now' price of about $200. This would be a drop in replacement for your 4690K. I'm not really sure you'll see a negligible improvement in gaming performance, if that's your goal.

A new 3600 would require a new motherboard and new RAM. That combo (with a reasonably priced X570 motherboard) will run you about $400. Plus you may need a new Windows license. With this setup, and your GTX 1070, I'm quite sure you'd see a big improvement in gaming performance.
